The Committee was established in 1954 to solve problems of the chemical sciences (excluding broadly defined analytical chemistry), both fundamental and applied, especially in the field of research and its applications, coordination, dissemination, teaching, organisation and cooperation with industry. It also deals with the representation of Polish chemistry in international organisations.

The Committee consists of 55 members, including 18 members of the Polish Academy of Sciences and representatives elected by the Faculty/Scientific Councils of the institutions having habilitation rights in chemical sciences or chemical technology. The Committee also includes presidents of the Polish Chemical Society, Association of Engineers and Technicians of Chemical Industry, Polish Chamber of Chemical Industry, and representatives of the chemical industry.

Such a composition allows the Committee to play the role of a collective expert in the field of chemistry and chemical technology, and the main objective of its activities, among others through cooperation with PTChem, SIiTPChem and the Chamber of Chemical Industry, is to integrate the scientific and research community and representatives of the chemical industry around leading problems of science and organization and financing of research.

The Committee Presidium functions as the National Committee for Cooperation with the International Union of Pure and Applied Chemistry (IUPAC) - chaired by Prof. Janusz Jurczak, Full Member of PAS.
